    Today, we will be continuing, continue hearing presentations from city departments on the mayor's 2024 recommended budget on the agenda.

    Today is a presentation from the Finance and Property Services Department, and I invite our CFO, Dushani Dai, to introduce that presentation.

    The Mayor's recommended 2024 Supplemental Budget for Finance and Property Services.

    There are no new budget proposals included in this budget for the department.

    However, one FTE was included as part of the 2024 budget plan.

    I will discuss this position and other administrative changes later in the presentation.

    As you can see, Finance and Property Services Department consists of 10 divisions with staff of 293 recommended in the 2024 budget.

    We're currently operating with 24 vacancies and we're actively recruiting to fill these positions.

    They are Banking, Investment, and Debt, Budget, Development, Finance, and Property Services.

    Remaining divisions report to the deputy and I will go into more detail of each of the divisions later in the presentation.

    Given most of our work is internal, I thought it was important to include faces behind the leaders in FPS.

    I will highlight accomplishments of each division throughout the presentation.

    Two key leadership roles are currently filled by interim appointments, and the budget director role is currently vacant and is posted to fill in the coming months.

    Finance and Property Services has three main objectives.

    First, we strive to partner with leaders so we can make the best financial decisions based on accurate and objective data.

    Second, we follow best practices, accounting processes, and internal control measures to account for city's financial assets, process transactions efficiently and free of error.

    and third, we provide safe work environment for employees and visitors in the city owned or managed properties.

    Moving on to departments notable achievements in 2022 and 2023.

    I will summarize them now and we'll go into detail as I just as I described the metrics and outcomes by division.

    The Procurement Division partnered with the City Attorney's Office early this year to enhance and streamline the procurement process.

    The investment team increased the investment earnings.

    The Controller Division implemented new requirements by the Government Accounting Standards Board.

    They also accurately reported ARPA spending on a timely basis.

    The payroll division partnered with the IT and HR departments for the upcoming HRIS system implementation.

    And most recently, the city's credit was upgraded to AAA.

    This is the first time since 2016 the city has had a AAA rating from both Fitch and S&P credit rating agencies.

    Moving on to risks and challenges.

    Attracting and retaining finance and accounting talent has been an ongoing challenge.

    And we continue to compete with others that pay higher wages and offer competitive benefits.

    I've lost key leadership roles within the last few months, including the deputy CFO, the budget director, and few other leadership positions throughout the department.

    But I'm hopeful to have them filled in the next few months.

    Property Services is seeing an increase in material and construction costs due to inflation.

    And as projects get delayed, project costs also increase.

    Finance and Property Services has a recommended 2024 budget of $60.4 million.

    and half of that budget is for property services to maintain city owned and leased properties.

    Each color on the bar chart represent a division budget.

    2023 budget appears to be much higher than the 2024 budget, but there were no budget reductions.

    This change is due to the NBC's $5 million in levy now being directly budgeted in the general fund rather than in property services.

    Again, the department has a proposed FTE count of 293 with 24 vacancies currently.

    Next, I will go through each of the 10 divisions and highlight some key metrics and accomplishments.

    The Administration Division is the smallest of all of the divisions

    and has a budget for four employees.

    This division includes myself, the interim deputy Lyle Hodges and two administrative staff.

    The role of the CFO is to ensure that the financial health of the city is maintained.

    To accomplish this, the deputy and myself engage with the management team to update financial policies, make recommendations with policy makers.

    There is often an interagency collaboration coordination that is required to keep these financial transactions accurate.

    As a CFO, I also provide information to the investor community and rating agencies on the financial status of the city to build confidence ahead of bond sales.

    This year was especially successful given the city received a ratings upgrade.

    Some of the internal work has been focused on the FBS workforce.

    As with other departments, hiring and recruiting top talent has been difficult.

    We have partnered with the HR to promote job postings widely and actively recruit for these open positions.

    In an effort to retain staff, the department also introduced the tuition reimbursement program.

    I'm pleased to say that many have taken advantage of this benefit today.

    We have also prioritized creating a culture that is more inclusive and an internal committee was established to advance these efforts.

    I have also personally been involved in promoting public sector finance and have partnered with the University of Minnesota's Carlson School to encourage students to consider public sector as an employer.

    Carlson School's finance department will highlight the work of the city's finance department

    and encourage them to seek internship opportunities.

    Moving on to Banking, Investment and Debt.

    This division has seven staff and is led by Director Alan Hoppe.

    They manage the banking relationships by minimizing the cost to the city.

    they also oversee billion dollars in investments and the city's one billion dollars in debt.

    This division also coordinates with the BET, Bond Council, the financial advisors to ensure the success of the bond sales.

    They've been active in the investment community managing city's financial resources and as a result, 2024 projected investment revenue was increased to $24.1 million.

    Banking and card fees are also increasing, reflecting the increase in transactions in the city.

    Last week, the city sold 114.9 million in bonds to Citigroup.

    This sale allows the city to complete large-scale projects throughout the city.

    Finance Department not only went to the market with a AAA credit, we also created a new investor relations website that has all relevant information for investors to evaluate the creditworthiness of the city.

    Budget division consists of eight staff and one ARPA funded position.

    Main goal of this division is to facilitate a budget process with departments and policymakers to produce a balanced budget and sustainable five-year plan.

    Policymakers, city department staff, residents, and businesses rely on the transparent budget development and a transparent process.

    With that in mind, the city uses the budget website and the financial transparency tool to effectively communicate how city resources are allocated and spent.

    Throughout the year, budget staff in collaboration with the accounting staff review and monitor department spending to stay within the appropriated budget.

    I will highlight a few accomplishments.

    2024 supplemental budget was prepared without a budget director.

    We lost the director at a crucial time in the budget development process and then lost the interim budget director a few months later.

    Special thanks go out to Jane Desensa for stepping up as the interim budget manager to work with me and the mayor's office to produce the very first supplemental budget for the city.

    I'm so proud of the entire budget team for rising to the occasion and filling in as needed during a challenging time.

    In addition to producing a city budget, they have regular monitoring meetings with city department leaders to ensure all departments stay within their approved budget throughout the year.

    Personal spending is a significant cost to the city.

    Budget Division continues to analyze the workforce rosters in partnership with HR to reduce personnel costs.

    These personnel costs are at the base for the current service level budget, so it is important to have an accurate starting point for staffing costs.

    These reviews have saved city millions as corrections are made throughout the year.

    Budget Division also continues to monitor the $271 million ARPA funds awarded to the City.

    The team partners with the Controller Division to ensure accuracy in reporting and works with the Department to gather needed performance data.

    As part of the 2024 budget plan, the ARPA-funded position was budgeted in the General Fund.

    Since the funding was to start in 2024, this position is highlighted as part of the supplemental budget.

    This position is currently filled and the cost with benefits to the General Fund is estimated at $133,675.

    This position manages the ARPA funds including monitoring, evaluating compliance with ARPA guidelines, works with the grant reporting team and departments.

    In the next few years, this position will work on fully integrating some of the new initiatives listed on the slide into the budget process.

    Since the city controller Lyle Hodges was appointed to deputy CFO in July, Mark Schaffbauer has been appointed interim controller.

    This division plays a critical role in providing financial information to the city policymakers, city staff, and external stakeholders such as the public, city investors, bond rating agencies, the state auditor, and grant agencies.

    Controller Division ensures fiscal responsibility through expense monitoring and establishing internal controls.

    This team also produces the quarterly financial report to give the council status updates on the budget.

    One of the most important aspects of the controller's role is to produce the annual comprehensive financial report.

    This report shows the city's financial position and is required by state statute to be audited each year by the state auditor.

    Controller Division coordinates this audit process on behalf of the city, and this team ensures that the city's financial transactions comply with generally accepted accounting principles.

    And these standards are set by the Government Accounting Standards Board.

    Controller Division has received Government Finance Officers Association Award for Excellence in Financial Reporting for the 48th consecutive year.

    All this work is accomplished by 65 staff and one ARPA-funded FTE.

    Payroll Division is led by Director Tammy Hoff,

    and the team is instrumental in administering the payroll of over 4,200 city employees and provisions of 23 city labor agreements.

    Team of 16 staff ensure that the city is in compliance with federal, state and local payroll laws and issues over $426 million in wages per year.

    The Division as of September has processed 1,550 manual retroactive payments and over $99,000 in paychecks.

    During a recent audit, it was determined that all tax filings were accurate and filed on time.

    Farrell Division continues to partner with IT and HR to upgrade the city system

    to create a better user experience for staff and reduce the manual entries that are currently needed.

    Development Finance Division is led by Director Angie Skildum, and they provide management analysis, planning, and administrative services to Community Planning and Economic Development Department.

    and Community Relations Department, the Chief Finance Officer and elected officials in support of economic development and housing activities.

    The team has filed 86 annual reports to the state auditor on individual TIF districts and have made $8 million in no payments every six months.

    They service over 2,800 city loans

    totaling approximately $411 million in home improvement and home buyer programs.

    They have also administered $11 million in neighborhood program contracts, including 700 payment requests totaling $8 million.

    The team also provides grant management for CPED projects of $47 million.

    This volume of work is completed by only 10 staff.

    Procurement Division is led by Director Pam Fernandez, and they manage the bidding and contracting process for the city through an open, competitive, and cost-effective manner while ensuring that the city follows relevant procurement laws and policies.

    This division also maintains a central warehouse, mainly providing services to public works.

    By partnering with the City Attorney's Office, they were able to streamline the procurement process to gain efficiencies.

    The team continues to look for opportunities to further refine the processes, including providing ongoing training to current and new staff.

    There's also a new dashboard that shows the department's spending, including metrics on suppliers.

    Procurement also manages the accounts payable function for the city departments and independent boards, and they have processed over 100,000 payment transactions in 2022.

    There were over 360 RFPs and bids processed, and this work is completed—this work is done by staff of 42.

    Moving on to Property Services, this division is led by Director Barbara O'Brien and they provide comprehensive land facility, radio, security, and furnishing needs for city-owned and leased properties.

    These services include preventative, routine maintenance, construction, tenant improvements, as well as security and life safety needs.

    They manage 61 city-owned and occupied facilities, negotiate over 50 leases annually, administer 150 million in capital improvements, and manage 2.2 million square feet of office in multi-use facilities.

    The division also has a goal to reduce greenhouse gas emissions from the city operations by at least 1.5% annually.

    Risk Management and Claims Division is led by Emily Colby.

    Their goal is to preserve city assets, prevent financial loss, and work proactively to reduce injury to city employees.

    This division also administers the workers' compensation and unemployment claims.

    With a team of nine staff, this division has so far processed 550 general liability claims

    and approximately 400 workers' compensation claims.

    And the last division is the Utility Billing.

    This team is led by Director Ali Saleh Mohammed and this function is mandated by Minneapolis City Ordinance.

    This team has a staff of 37 and they carry out the billing functions in collaboration with the Public Works Department.

    Utility Billing Division has 100% accuracy in their billing.

    This is a great accomplishment given that they process over 5,000 daily.

    I would also like to highlight that 80% of the calls received are answered within 60 seconds.

    At the end of the call, customers are also given the opportunity to participate in a survey and the division has received 95% satisfaction rating.

    This team continues to increase the rate of customers signing up for

    Customers signing up for electronic bill pay and auto pay.

    This has increased the city's collection rates.

    This year, budget chair has asked the departments to discuss any administrative adjustments or transfers that were included in the supplemental budget.

    I will go through four personnel adjustments that were made and one funding transfer.

    Property Services Division has supplemented its security function with contract personnel.

    The division determined that it was more effective to have reliable city security staff than contract personnel.

    As a result, contracted services were reduced and those funds were then utilized to hire two security specialists.

    In the controller division, it was determined that one vacant position was no longer needed, and it was eliminated.

    There was also an error in the 2023 budget and one finance fellow position was reduced.

    There was a similar error in the payroll division that resulted in a .6 FTE increase.

    Each year there is a reconciliation of the personnel rosters and some of the errors are corrected when they are found by the budget division.

    there's ongoing funding requirement for $250,000 to the Minneapolis Public Housing Authority and this funding was historically was budgeted in the former city coordinator's office this budget was transferred to the development finance division to better align with the finance function

    As you can see, Finance and Property Services, the 10 divisions, scope of responsibilities vary from division to division.

    One thing that is consistent is the commitment of staff that work in each area.

    We know that the VEO Village 1.0, the one in the north loop, has been a proven model that works, and yet they have a big, huge wish list of people that want to access their resources in the shelter.

    and today this motion can help us expand these efforts.

    I've talked to a few of you on this dais actually.

    Last week I held an emergency housing meeting where nearly 200 community members attended.

    People shared their stories of when they used to be unhoused, their road to recovery, how they are currently living in encampments, the needs that they have and we even heard stories from our neighbors that live by encampments and folks that want to be safe and want better for unhoused relatives.

    and these weren't just my residents in particular, they were residents from across the city, from different wards, coming together, asking us to find different solutions to this crisis.

    It wasn't an easy meeting for me to have in particular, there was people with different opinions, but one thing came out of that meeting that I particularly learned

    and my biggest takeaway was that people wanted more solutions.

    People wanted us as a city, the county, the state and federal government in particular to work better together as policy makers to address this crisis.

    They wanted additional solutions because they believe that people deserve safe and dignified housing.

    and we know that this bridge to housing, it's a model that works.

    It's a model that needs more support.

    I'm not saying it's particularly perfect, or that it's not for every single person that is out in the street.

    But I will say that we are in an emergency and it's a model that will help change a lot of people's lives here in Minneapolis.

    And I think that this is a big step we can all take together.

    As a co-author, I'd like to say a few words before we open up to discussion as well.

    I feel there's not a day that goes by that any one of us does not think about our unsheltered homeless in the city of Minneapolis.

    Last spring, I spent an evening shadowing an ER doctor at HCMC.

    This safety net hospital never turns away patients.

    When their beds are full, they are treating patients right in the hallway.
  • 00:37:29
    The night I was there, these hallways were lined with our neighbors recovering from an overdose.
  • 00:37:34
    I witnessed some of these patients and doctors being on a first name basis.

    Many call the streets their home and do not have much support outside the hospital system.
  • 00:37:45
    Our emergency rooms have become an extension of our shelter system.
  • 00:37:49
    That is not what our emergency rooms were designed to be.
  • 00:37:52
    I hope you've all been able to visit Aviva Village, an innovative approach to addressing this crisis.

    It is part of an all-hands-on-deck effort undertaken by our state, county, and city to provide stable housing for everyone.

    It's a low barrier to entry shelter that meets the urgent needs of our homeless population.

    Over the last three years, Aviva Village has been proven successful.
  • 00:38:13
    To date, 412 individuals have been served, almost 150 people have moved to permanent housing.

    171 overdoses have been reversed and 18 babies were born to residents.

    This past winter, I had the opportunity to spend the day at Avivo Village and do outreach at several encampments where they were working to stay in close contact with those who were on their wait list.

    From the moment I stepped in the door of Avivo Village, I could understand why this model was working and why we needed more resources like this in our city.

    A hundred tiny homes create a real community and a safe environment for each resident.

    There are pets and staff do welfare checks every two hours along with ingrained wraparound support.

    The motion before us today is for funding that will support Aviva Village in applying for a grant from the state for capital funding so they can expand to a second location.

    I'm calling on the county and state to support these efforts long term.

    We are in crisis and urgent action is necessary.

    This is us saying that we care deeply and we're going to do everything we can in both short and short term and long term to end the homelessness crisis.

    and it happened to be an issue where you see the encampments and house folks in some specific words like my World War 6.

    My entire job is trying to find a way to assist our residents and housed or housed individuals that live in the area.

    We have to do something.

    We have to take the lead of the city.

    We cannot ignore the crisis that we deal with daily.

    And I feel like, you know, this will go a long way.

    This is part of the solution, having a safe living site for individuals that are dealing with all kind of challenges.

    The Emergence Shelter Meeting Council Member Chavez hosted that we hear all the residents, the individuals that are around the communities and organizations, native organizations that are working with people that are around in the area.

    Our departments are busy dealing and figuring out how to handle

    the encampments.

    It's not a solution that we continue to remove them every time.

    They're not going to go away.

    So we have to step up and find a solution.

    We have to figure out a way these folks can have a safe sleeping place that is

    regulated, because I feel like that way we will control it more.

    You know, what happened is in the encampments.

    Many people lost their lives, including the residents that lived there.

    and it's expensive, it's challenges, it's a health concern, it's safety concern of the residents.

    This is a small step as a city for us and working with Avivo, this model has worked, other states and other cities in the country are taking these steps of dealing with this.

    I think all of you have heard me talk about this many times and I'm really in connect daily with all our departments trying to figure out a way to keep the community safe and also at the same time help the folks that are unhoused.

    more ongoing support from the state, Hennepin County, which is charged with actually doing this work, which receives resources to do this work.

    I was involved in Avivo number one along with Councilmember Ellison and Councilmember Fletcher and no one was on board until the city was.

    to be fair and you know there's this kind of historic meeting where I apparently called on everybody else to get involved and they did and now I'm going to turn that over to the next generation of leaders to get the county and the state to be on board.

    It was a new model and it worked but it didn't.

    There are things about it that don't work.
  • 00:49:08
    For example renting your space doesn't work.

    retrofitting an existing space within a larger warehouse doesn't work.

    We had to get rid of pallets that they had purchased and then we had to raise a lot of private money in order to get this to work.

    So there are lots of lessons that can be learned and that's why I think the Southside or Evo 2.0 model would be better.

    because it would start from scratch and it would build a building for this purpose.

    And I guess for me, the thing that really gets me to pay attention is the whole concept of leverage.

    That this million dollars could leverage $9 million out of the state pool of $100 million of which I believe 40 to 60% needs to be spent in the city, in the metro area anyway.

    and I don't see lots of suburbs jumping in to say they want to do this and if they did, that would be great.

    But we're just dealing with our reality.

    But let's not forget, it's not solving a problem, it's challenging others to work with us, the state and the county.

    I'll note that other really great organizations like Simpson and St. Stevens, they have a need for funding also.

    So I think it's important for us to realize this isn't the only organization doing this good work and we shouldn't be in a position of picking one over the other without any process.

    that's the part I think that makes me most uncomfortable is that there hasn't been any process but of course we're not actually writing a check we're actually saying state put your money where your mouth is and if you do we will but I would encourage the budget chair in the future to follow an actual process feels a little uncomfortable that the chair of the Budget Committee is bringing this forward at a time at which we think process in terms of competition

    is legitimate and fair and if I worked at Simpson or St. Stephens or one of the others doing this work, I'd be asking where my million dollars is to.

    We're most of the way through the year at this point.

    and I think this is an appropriate use of this specific pool of money and appreciate that we are exhausting every effort to do our part in getting this project funded.

    I've been a part of conversations about Avivo Villages South for as long as I can remember being in office.

    and we've worked very closely with Avivo Villages, especially over the last few weeks on trying to nail down the site specifically in South Minneapolis.

    We have been working very closely with the county and with the state to make this proposal competitive.

    That's a part of why we're putting in or making a commitment to this amount of money.

    and we have worked very closely with the county on making sure that this is a leap that the two bodies take together and I think we feel optimistic that we're going to get there by the time we get to the 21st, so over these next couple of days.

    I have had a chance to spend a lot of time working with the street outreach team and the leadership team at Evieville Villages.

    You'll remember we had several really, really cold days around Christmas last year and I got to do an overnight shift there and

    see their operations up close and personal.

    And over the last few weeks, just over a month now, Ward 10 and my neighborhood Whittier in particular has been dealing with the crisis of unsheltered homelessness in really unique ways.

    This crisis has come to our doorstep now.

    We are rivaling Ward 6 right now in the amount of encampments we have, in the amount of unsheltered residents we have.

    Just over this weekend I have an encampment quite literally in my backyard.

    And every single day for the last month or so, my office and I have been working with residents in our neighborhoods.

    We've been working with agencies.
  • 00:55:27
    within the city and our governmental partners to try to address the severity of this crisis.

    And some of the biggest takeaways I have had are that one, almost every resident that is in an encampment in Ward 10 right now came from another encampment.

    and came from, we can directly tie a closure that happened and when they arrived at the place that they're staying right now.

    And that cycle is going to continue, right?

    That most residents that live in the surrounding community, no matter how they first approach our office, whether it's out of frustration, whether it's out of fear, whether it's out of anger, which is justified.

    they want to see a meaningful solution.

    They understand how this crisis was created.

    They see how urgently solutions are needed.

    And they have so much empathy for the humanity and the dignity of unsheltered residents.

    And they are struggling with how to hold that while also holding that there is human waste in their front yard and in their backyard, right?

    How do you deal with that?

    and how do you get a governmental agency to take you seriously in addressing this issue.

    So, I don't know, all that to say my community has been deeply struggling with this and it is getting worse and worse.

    and this is one of the things that we can do tangibly right now in addressing this crisis.

    I know and I see every day and I know other South Minneapolis council members see every day how severely we need an Aviva Villages South project.

    is very clear that encampments is a top priority and top concern for our constituents.

    Right now it sits at number six of the most reported complaints amongst all of our wards based off of 311 data with over 1,100 complaints submitted.

    But we know this has been a problem for much more longer.

    and the city of Minneapolis.

    We actually have expertise because in the absence of your leadership and effectively addressing our unhoused neighbors, we've had to step up and provide the support, provide the porta potties, provide the hand sanitation stations.

    We've had to provide immediate care that is not being provided by our governmental agencies right now.

    and I just want to uplift in addition to this solution that Councilmember Chavez and the co-authors are bringing forward, they also highlighted a multitude of other things that they would like to see this council step up and do and I want to emphasize this council because they also emphasize they're tired of the finger pointing that happens when it comes around encampment responses where Hennepin County is pointing at the city, the city is pointing at

    the county, and then we're pointing at the state.

    So they named six specific solutions.

    They would like to see the city of Minneapolis move forward with a multi-jurisdictional coordinated encampment response policy that I know several of my colleagues have spent the past two years trying to move.

    and has been met with the utmost resistance in it.

    They would like to see the City of Minneapolis move forward with the strategy around safe outdoor spaces.

    They would like to see us move forward with investing in overdose prevention sites.

    They want to see us take seriously direct housing like we're doing today with this motion that also centers treatment and recovery investments for encampment residents.

    They would like to see a multi-jurisdictional coordinated response around homelessness navigation hubs

    and then to also invest in economic mobility, giving our unhoused neighbors the ability to find a way to have economic stability because not everyone is in need of substance or opioid support.

    Some people just need a job that are living in our encampments.

    So, I wanted to take the moment to amplify many of the community-generated solutions that also came up from that meeting.

    And then I know it was also raised the concerns of how opioids play a role in our encampments, and I do want to emphasize the Council passed an opioid response legislative directive that was offered by me and Councilmember Payne.

    that will be coming back to PHS early next year.

    So we'll make sure to keep council members updated on that.

    But even Deputy Director Heidi Ritchie has been sharing updates as early of this past Friday around the ways in which PHS is rolling out plans for the settlement dollars that they've gotten from opioid use from the lawsuits.

    So I do want to emphasize that I'm appreciative that the PHS staff and leadership are also slowly but surely coming together or coming together around a plan on how we're supporting our residents who are dealing with opioid use disorders too.

    So I just wanted to share that and the other solutions that this body has the opportunity to advance to actually make meaningful change

    The folks on the street aren't simply going to disappear out of thin air, and so I'm glad that this has general support here today.

    consensus or whether it's going to be a fight up here, and I think it's a really good opportunity for us to just say, we know what the right way to move forward is, at least on this one site, at least with this one project, and to move forward in that way, keeping in mind all the things that Councilmember Goodman said I think are true and real.

    The last thing I was going to say is, you know, the political sort of cycle of encampment response, homeless response kind of goes through

    this consistent arc which is first we say hey here's what we're going to do to address homelessness and people get really excited and then it says and here's how much it's going to cost and people get a little less excited and then we say and here's where it's going to go and then people start getting up in arms and saying no it can't go there and so I just want to let my colleagues know that as you sort of enter into
